Two Markets Coexist in Israel

In Israel, as everywhere, we distinguish the secondary market (existing properties, מכירה) from new developments (דירות חדשות or yad1). Both have their own logics.

The Secondary Market

Advantages

  • Immediate visibility: you see exactly what you're buying
  • Negotiation possible: private seller prices are often negotiable by 5 to 15%
  • Often better location: older buildings are frequently better located than new constructions on the periphery
  • Short timeline: 3 to 6 months from signing to key handover
  • Disadvantages

  • Potential renovation work: the condition may require renovation (bathroom, kitchen, electrical)
  • Energy efficiency: older buildings are less well insulated
  • Seismic standards: buildings constructed before 1980 don't meet current standards
  • New Developments (Off-Plan)

    Advantages

  • Progressive financing: you pay in installments during construction
  • Developer warranties: 7-year structural guarantee
  • Current standards: insulation, elevator, accessibility, seismic compliance
  • Customization: finishes and layout according to options offered
  • Taxation: VAT recoverable in certain cases
  • Disadvantages

  • Delivery timeline: 3 to 5 years after signing, with risks of delay
  • Developer risk: if the developer goes bankrupt before delivery
  • Premium price: generally 10 to 20% more expensive than equivalent-location secondary market
  • Peripheral location: new developments are often outside historic centers
  • New Development Taxation

    Off-plan purchases sometimes benefit from a reduced VAT rate for residents (5% instead of 17%) on a first home. This saving can be significant.

    For a foreign buyer targeting Jerusalem:

  • Rechavia, Katamon, Baka → secondary market; existing neighborhoods are mature and there's no room for new builds
  • Givat Shaul, Malha, Arnona → new developments available, interesting for long-term rental
  • Short-term objective (< 7 years) → secondary market preferred for liquidity
  • Long-term objective (> 10 years) → new development if you can wait for delivery
